Region 3 - Central Luzon is known as one of the most disaster-pone region in the country, consisting of seven provinces Aurora, Bataan, Bulacan, Nueva Ecija, Pampanga, Tarlac, and Zambales. It is considered to the super region of the Philippines. With mountainous areas surrounding it, Pampanga, which is one of the provinces in Central Luzon has become a catch basin for rainwater, which is one of the causes of disaster in the province. Philippines is one of the most disaster-prone countries in the world, ranking at third for 2 consecutive years, with worsening cases every year. Whether its man-made or natural hazards it could be seen how the country is getting hard to cope up with the increasing number of calamities each year. As the years go by, we have witnessed how the disasters has escalated especially in Central Luzon. Construction of training facilities for the responders is needed to help the region and the country to cope up with the upcoming calamities. Through the data gathered, it concludes the need of the Regional Disaster Preparedness and Response Training Center. To meet the current need of trained personnel, it is consequential to study the appropriate method of planning and management, in this way it would have adequate facilities for trainings that would help with the preparedness and response in disasters. The main aim is to be knowledgeable about the existing situation in Central Luzon that would support and help with the need of a training center in the region. --Author's Abstract
