The Hand2Speech: A Hand Gesture Recognition Android-Based Application was developed to aid persons with disabilities as well the ones without disability. Its objectives are (a) to be able to detect the hand (b) Recognize certain Hand gesture (c) Train Hand gesture (d) convert the hand gesture into speech using the API Text to Speech. The Application was built using Android Studio an Integrated Development Environment for Java. It was evaluated by 30 respondents consist of Bachelor of Science in Information Technology (BIT), Bachelor of Science in Computer Science(BSCS) and Bachelor of Science in Information System(BSIS) students from the Technological University of the Philippines (TUP) using ISO 25010 evaluation instrument to assess the acceptability of the application. The weighted frequency rating (46.23%) was interpreted as Acceptable.--Author's Abstract
