"Studies and articles revealed that in spite of the effort done by the officials in Department of Education, there are still issues and challenges that affect the school improvement. For these reason, the researcher was motivated to explore the issues, challenges and observed practices in relation to school improvement planning in the Division of Bulacan. The results of the study led in the development of school improvement planning model which is the main objective of this paper. This study utilized a sequential mixed method design which involved the qualitative phase as the first part and followed by the quantitative phase. This method is anchored in pragmatism which views as problem-oriented philosophy that underpins mixed method research. The researcher believed that employing both qualitative and quantitative research designs complements research strengths. Furthermore, based from the literatures and related studies, the researcher found justifiable reasons to adapt the research procedure. Using the Delphi Technique in qualitative phase of the study, the consensus proved that there are still issues and challenges which needs to be addressed. On the contrary, there are observed best practices that can be applied to achieve high school performance. It was also determined that the school profile characterized the school performance. It was found out that schools with enough enrolment, with high rate of teachers' professional growth and adequate funding source are high performing. The organizational and implementation practices that were assessed in the quantitative phase of the study found to be applicable in school improvement planning. Such issues, challenges, and best practices have been determined by the expert panel and provide basis for the researcher to conceptualize the emerging theories. As a result, organizational and implementation practices have emerged. The organizational practices focused on good qualities and skills that must be performed by the school principals, teachers, and stakeholders to ensure school improvement. While, implementation practices emphasized on the appropriate processes on the development and accomplishment of the school improvement plan.
The theories and concepts that emerged in this study led in the development of an effective model for school improvement planning. The developed model, however, is open for suggestions and recommendations for improvement -Author's Abstract."
