The implementation of the Manila Bay Clean-Up, Rehabilitation, and Preservation Program which is enforced by the Supreme Court's ongoing mandamus, has also led to the relocation of Informal Settler Families (ISFs) living along coastlines, including those in Mariveles, Bataan. These settlements lie along flood-prone, storm surge-vulnerable areas with poor sanitation, directly threatening the health and safety of its people as well as the ecological health of Manila Bay. Their presence has contributed for the degradation of the environment and the pollution of the bay, and therefore their relocation is a key part of the rehabilitation program. This research responds to these challenges by proposing a socialized housing project as a sustainable and fair relocation plan for the impacted ISFs. The planned development seeks to ensure a safe and community-sensitive living condition that is compliant with government housing policies and the actual needs of the affected families. The layout includes affordable housing units, public facilities that encourages community interaction, green public spaces, and basic services and livelihood opportunities. It focuses on participatory planning, urban resilient design, and community long-term development to ensure that residents who are relocated are not simply relocated, but significantly aided. Ultimately, this thesis aims to provide a replicable model for other future socialized housing projects in other environmentally at-risk and socially disadvantaged coastal areas in the Philippines.
