The Community and Service-Oriented Policing (CSOP) in the Philippines emphasizes collaboration between local executives, the police, and the community to prevent crime through a coordinated approach. It aims to shift police from reactive to proactive law enforcement by addressing social and economic development alongside traditional crime prevention. Problem-oriented policing is key, focusing on analyzing crime issues and developing effective response strategies through community collaboration. The study focused in analyzing the Philippine National Police's (PNP) implementation of community-serviceoriented policing and its ICT management practices. The study also explored the role of local government in supporting the PNP's Digital Transformation Program, emphasizing consensus-building, resource provision, and sustainability. The study engaged stakeholders from various sectors to develop a model for advanced police precincts in the national capital region. Analysis of survey data revealed several important findings: The demographic profile of PNP personnel provided insights into their age distribution, education, ranks, assignments, and years of service, offering a comprehensive understanding of those involved in community-oriented policing efforts. Positive assessments were observed regarding the implementation of community-oriented policing, including the development of community partnerships, problem-solving engagement, and organizational features. Challenges in implementing ICT, such as limited resources, were also identified. There were generally positive perceptions of ICT capabilities, focusing on technology awareness, usage, and prioritization within the PNP. However, challenges in ICT implementation and support were acknowledged. Thematic analysis findings revealed subthemes such as policy management, capability build-up, capacity building, and performance management, underlining the importance of policies, resource allocation, personnel training, and community engagement in effective policing strategies. In conclusion, the study contributes to understanding the development of a technological framework for community service-oriented precincts within the PNP. It provides valuable insights into personnel profiles, community-oriented policing implementation, ICT capabilities, LGU support, and technological management frameworks. These findings can inform future efforts to enhance community engagement, leverage technology, and promote effective policing practices within the PNP.
