The whys and wherefores of the increase of building material cost are the exhaustion of raw materials. This research develops a Concrete Pavement Block Using Crushed Dog Conch Shell "Sikad Shell" as Partial Substitute to Fine Aggregates. CPB's Using Crushed Dog Conch Shell as Partial Substitute to Fine Aggregates were manufactured using 90/10, 70/30, and 50/50 cement: fine aggregates proportion. All tests are based on American Society for Testing and Materials (ASTM) Specification (936). For the physical property test, the specimen with the mixed design of 90:10 with the curing time of 7 days, 14 days, and 28 days had the highest compressive strength compared to the specimen with the mixed design of 70:30 and 50:50. The 90:10 mixed design was also increasing by 0.6% up to 2.8% every curing time, but it did not pass the compressive strength standard of concrete. In the Philippine standard (DPWH Standard Specification for Concrete Block Slope Protection, Item 1728), a CPB mixture of 10% meets their standard for compressive strength, which is 20.7mPa. For the water absorption test, the specimen with the mixed design of 70:30 and 90:10 with curing time of 7 days, mixed design 90:10, 70:30 with the curing time of 14 days, and mixed design of 90:10 with the curing time of 28 days have passed the standard test for water absorption test. This shows that the Crushed Dog Conch Shell "Sikad Shell" barely met the criteria but can be improved upon through further study.
