Summary, etc. The Dual Training System was enacted into law by the Philippine government in 1994 through the Republic Act 7686, which aims to increase the TVET educational institutions' responsiveness to the demands of the industry by combining in-plant training and in-school theoretical instructions.
Dual Training System assures high employment rate of graduates, reduces the job and skills mismatch, contributes to the productivity of the industry, and provides our country with a pool of skilled workers. After twenty four years since the Dual Training System Act was ratified, it continues to function on a fairly small scale. The uncertainty of its sustainability remains to be the issue of the DTS in the Philippines.
The main objective of the study is to develop, through the Delphi process, a study that will provide the perspective of the industry about the implementation of Dual Training System in selected TVI's. and to determine the critical issues and problems that are currently impacting on the implementation of Dual Training System.
The respondents of the study included company owners, presidents, managers, supervisor, middle managers, rank in file and trainees of DTS program.
Delphi Model Technique of methodology was utilized in the data collection which involved three rounds of surveying technique to the same group of participants. Each semi-structured questionnaires passed through validation by the panel members. There were a total of 102 statements gathered from the first round Delphi process. In this manner, the responses of the same thought or meaning were consolidated into one generic statement to avoid opinion duplication thus simplifying the wordings for clearer understanding into a total of 68 statements.
After Delphi third round, there were a total of 64 statements listed. In which is divided to 24 responses trom "the major benefits derived from DTS partnership", 6 responses from "the reasons why company is willing to accept DTS partnership" 21 responses from "the reasons why a company is not accepting DTS trainees", 7 responses from "the critical issues that are currently impacting on the implementation of DTS" and 6 responses from "the critical problems that are currently impacting on the implementation of DTS".
The responses derived from Delphi round 3 which were reverted into a recommendation for the various stakeholders of the DTS program such as the policy makers in government like TESDA, the firms doing the DTS, and the Technical Vocational Institutes (TVIs), on how to improve and expand the DTS program-Author's Abstract.
