Summary, etc. Records keeping is important to track and store important documents of an organization. Academic records such a diploma and transcript of records are important documents that confirms one's qualification and educational attainment. Creation of a national records management system will be a colossal job, but the benefits should be underscored. The introduction of new and emerging technology in the record keeping process will increase the integrity and authenticity of the documents. Non-fungible token (NFTS) is a new technology that could make the document immutable and free from tampering, while storing it into the blockchain network makes it impossible to be hacked. The combination of these technologies to protect the academic records increases its interoperability, immutability and robust. In this study, experts are chosen to participate in the Delphi survey method to formulate a technology management framework towards the establishment of Philippine National Academic Records Management System using blockchain technology. The experts were selected purposively who have significant knowledge in the formulation of the framework, all of which are managers or higher (Directors, President and CEO, and COO) in their respective organizations. All has accumulated experience in Records Management (Finance and Academe), Information and Communications Technology (Blockchain, Data Networks, Software Engineering, Cybersecurity, Application Maintenance, Application Development, Scrum Master, ICT Infrastructure, Others), and Governance and Policy making from the Commission on Higher education (CHED) and the Department of Information and Communications technology (DICT) for more than 10 years. After the rigorous process of scoping, coding qualitative data and thematic analysis in Delphi Survey round one, the study revealed four major categories to be considered in the creation, maintenance and implementation of the system namely processes, technological requirements, risk and issues, and government support. The Delphi survey round 2 provided consensus among the experts. The Delphi survey round 3 generated ideas and suggestions on how to address the risks and issues in the framework. Lastly, Delphi Survey round 4 was performed to gain the consensus of the experts regarding the ideas on how to address the risks and issues. The framework was formulated and could be an input to a general framework of the government on how to use blockchain in government processes and documents. This framework proves that NFT can be used to in the academic records of Department of Education (DepEd) and Technical Education and Skills Development Authority (TESDA). Other government identification cards can like passport, driver's license etc. can be tokenized through NFT while elections and custom documents can be stored in blockchain to increase the integrity of the process. Finally, the government can consider creating its own blockchain network and token as an alternative vehicle of Overseas Filipino Workers' (OFWs) remittance and ultimately blockchain technology can spearhead the governments admiration of digitization of its systems and processes.
