Summary, etc. This is a research proposal for developing an Inclusive Learning Resource Center (ILRC) in Navotas City, Philippines. Children with disabilities are experiencing problems with access to the right education and skills development opportunities. While there are national laws and international policies that provide for inclusive education, most cities and municipalities in the Philippines do not have the infrastructure to adequately cater for these learners. The study employed survey questionnaires and interviews with parents, guardians, and practitioners of learners with disabilities to solicit relevant information. There is overwhelming need for such a facility that integrates therapy, academic assistance, and practical skills training at one location. The design is an attempt to meet these objectives by ensuring a friendly and adaptable setting guided by principles of ease of access and openness. In addition, the center has closed and open green spaces that are designed to promote active participation in social interactions and the development of tactile skills. This project seeks to develop a model of inclusive education that can be replicated in other cities and municipalities around the country. It illustrates the value of learners with disabilities designing for themselves and how that contributes to strengthening personal autonomy and fostering a sense of belonging.
