The Philippines has started to experience the progress of digitization in different general services. The emergence of the internet and the progress of broadband technology are rapidly becoming an essential component of communication and interoperability. The United Nations (2020) forecasted that many signs point towards wider adoption of standards and best practices for data interoperability at the UN and beyond. These trends are promising, given the importance of interoperability in facilitating data sharing for improved decision-making. The main purpose of this study is to develop a technology management framework for interoperability of the Local Government Units (LGUs) in the province of Batangas. A mixture of qualitative and quantitative methods was used to identify the challenges by the local government employees in handling data. This study determines the availability and state of ICT infrastructure in the local government. The descriptive method of research was applied with the questionnaire as the main data gathering instrument. The study is anchored on theoretical frameworks of Multidimensional Capabilities of E-Government lnteroperability.
It was found out that LGUs are less capable in terms of technological readiness, business architecture, and cross-organization collaboration. Additionally, although LGUs offer the same services, they differ in their approach to catering to their business transactions and services. Cities partially established their ICT systems in which the services offered are technologically advanced compared with municipalities. This study revealed that the local governments must strengthen cross-organization collaboration, upgrade ICT infrastructure and improve ICT systems with established business models. Collaboration among LGUs and using technologies to transform government operations must be applied, from establishing business architecture, strategic management, and operational management to polishing information policy.
