The study aimed to develop an E-Bulletin for the Technological University of the Philippines (TUP) Manila to speed up the dissemination of information inside the university. This application provides 4 modules namely: Lost and Found interface, Events interface, Announcements interface and TUP Map Directory. The Lost and Found interface allows students to identify lost and returned items within the campus; the Events interface allows users to browse the past and upcoming events of the university; the Announcements interface displays announcements of different matters and the TUP Map Directory displays the 2D image of the university and its college buildings. The developed system was created using PH programming language and other tools such as MySQL, Notepad++, Adobe Photoshop and Microsoft Excel. Based on the result of the evaluation conducted, the system gained an overall mean score of 3.58 with a descriptive rating of Highly Acceptable using the ISO 9126 evaluation, which means that the system is functional and can be useful tool in information dissemination.--Author's Abstract.
