The study aimed to develop a complaint management system for NBI Cyber Crime Division. This system aimed to improve the existing processes of the organization by including the following features; complainant management, agent management and complaints management including the subject, evidence and the victim information. The system was designed and created using Netbeans IDE, Jasper Report, WAMP Server (Apache, MySQL, and PHP Library) and Adobe Photoshop CS. Testing was conducted through Windows 7. The evaluation was done by 50 respondents comprising of 3 CS/IT/IS professors and 47 CS/IT/IS students. The evaluation instrument that was used to assess the acceptability of the system was the ISO 25010 software quality indicators, namely: functionality, compatibility, reliability, usability, efficiency, maintainability, security, and portability. The weighted frequency rating was 78.13% which described as Highly Acceptable.--Author's Abstract.
