"ABSTRACT This quantitative-survey described the occurring scenario among higher educational institutions having amalgamation as one of the strategies in rationalizing the Philippine higher education. The study dealt with the perceptions, issues and perceived challenges of selected administrators and instructors and professors concerning amalgamation in Higher Education Institutions during the academic year 2017-2018. Relative to that utilized State Universities and Colleges in Region IV-A CALABARZON to wit. Batangas State University at Pablo Borbon Main Campus in Batangas City in the province of Batangas, Cavite State University at Don Severino De las Alas Campus at Indang Cavite, in the province of Cavite; Laguna State Polytechnic University at Siniloan Host Campus in Siniloan, Sta. Cruz Main Campus in Sta Cruz. Los Banos Campus in Los Banos and San Pablo City Campus in San Pablo City, all of which are located in the province of Laguna. Moreover, this study had 90 administrator- and 260 instructor and professor -respondents. Meanwhile, a valid and reliable sets of researcher-constructed questionnaires served to gather the data. On the other hand, as to statistical tools, the weighted mean, standard deviation, and t-test for independent samples were employed. Generally, the administrator-respondents are very much aware on the idea of amalgamation than the instructor and professor -respondents. The respondents agreed in most of the items about amalgamation of Higher Education Institutions along access and equity, efficiency and effectiveness, relevance and responsiveness; utilization of resources. and quality and excellence, As to the issues on amalgamation, the administrators comparably perceived a serious issue on amalgamation practices that needs urgent action in terms of: Delivery of projected student number Plans to meet financial and strategic goals; Blueprint for the merged entity, Governance and organization structure during the pre-merger phase: Governance and organization structure during the transitional phase, Governance and organization structure during the post-merger phase: Quality assurance, Program offering;
Funding/resource allocation, Research and self-financing activities; Capital expenditure requirements, and. Employees rights, They reported that management. leadership, human resource, and communication concems are very senous challenges while they perceived that quality of education concerns is a serious challenge to attend to It was found out that there is a significant difference between the mean level of awareness of the administrator- and instructor/professor-respondents. There is also a significant difference between the perception of the administrator- and instructor and professor -respondents towards the issues on amalgamation practices in terms of access and equity, efficiency and effectiveness, utilization of resources, quality and excellence, and blueprint of the merged entity. The results revealed that the instructor and professor -respondents' evaluation on these items IS statistically significant at 5% level. Hence, the hypothesis stating that there is no significant difference between the perceptions of the administrator- and instructor and professor -respondents is rejected. With these findings, it can be inferred that the instructor and professor - respondents in CALABARZON are mindful and sensible about their opinion towards amalgamation practices.
