This study focused on the state of research and development in selected colleges and universities in the CALABAZON Region. It covers the examination of research priorities and activities in Higher Education Institutions including their sources of funding, research linkages research utilization; publication and dissemination from the standpoint of Dean or Head of the College of Engineering and Research Director. It also sought to identify the current issues and challenges encountered that would foster the culture of research among HEIs surveyed; described their best practices in research activities that will create a progressive technology management framework to enhance the protection and deployment of many research outputs of HEIS in the CALABARZON Region.
The study utilized the quantitative and qualitative research design to determine the current practices, guidelines and policies associated in four parameters of research in different HEIs. Survey instrument pertaining to the best practices, the issues and challenges in terms of four parameters of R&D were measured using Cronbach's Alpha. Average Mean and Standard Deviation were considered in analyzing the result of the survey, One-Way Analysis of Variance (ANOVA) to compare the means of the responses to questions in the category of best practices on research of three (3) groups of HEIS. Chi- square was used to test the relationship between the numbers of research outputs and the school category of HEIS and Friedman test to determine if there was significant
difference between the three groups of HEIs on issues and challenges of Research Director and the College Dean.
Results revealed that majority of the HEIS include engineering technology in their
research agenda/thrust which indicates that they were characterized into technology solutions and innovations. The Private Universities and State Universities have the most stakeholders who participated in the formulation of the research thrust/Agenda, while State Universities received the highest research assistance since they have linkages with most of the funding institutions in government and private agencies.
Generally, the number of completed researches for faculty member is low; they only have below 50 researches in the last 5 years. Most of the research outputs of faculty members are being disseminated in faculty colloquium, conference and seminars in professional associations; few were disseminated to government and industries. Few of the research outputs produced in HEIS have the potential for commercialization, publication, patenting, licensing, and for copyrighting. Researchers and HEIS have experienced some difficulties in the application of patents and other intellectual property (IP) applications, this is due to insufficiency of funds, lack of provisions of IP policy, or lack of guidelines in the application of IP and limited budget for incentives given to outstanding research and patented ones. Therefore there is need to extend for patents and other intellectual property (IP) searching and applications and to facilitate the production and development of service program for research outputs produce in HEIS.
In addition, the issues and challenges of the College Dean and Research Director in the conduct of R&D in HEIs are as follows: intensification of the research agenda/thrust; limited budget; utilization of research outputs and an increase of income derived from this output. Therefore, it is important that the researches conducted should be aligned with the two research categories of CALABARZON.technological innovations and breakthroughs this will guide HEIS on the priority development areas that support the economic development of CALABARZON. It is also important to enhance other incentives such as credits per submitted proposal, research awards and grants to increase number of faculty engage in research, likewise rewards, recognitions and administrative supports to students are important to encourage them to create research with commercial value for its target clientele.
In addition, a technology and commercialization management framework for R&D outputs will provide the framework for conceptualizing and writing institutional research policies, guidelines and strategies in strengthening the R&D created by HEIS. Along with the use of sustainability management plan that will serve as a planning technique on four parameters of research towards the attainment of quality research for economic development in CALABARZON.- Author's abstract.
