Technology is considered an important asset in the educational system. It enhances and supports the curriculum, instruction, assessment, and evaluation making it convenient for the learners and teachers. Of interest, the possibility of a cyber university among technologically advanced higher education institutions is still unexplored. In this study, the feasibility of a cyber university in the Philippine academic context has been examined. The main objective of the study is to propose a framework in establishing a cyber university fit in the Philippine educational setup. A convergent mixed method design was used in the study. 172 respondents participated in the interview and answered the survey. Technological block, institutional and curricular block, ethical and instructional block, and research block were considered elements crucial in the implementation of a cyber university. The creation of a cyber university based on the opinion of the respondents has pros and cons on its implementation. Lastly, the proposed framework suggests that leadership and research and innovation hold the key to the successful establishment and implementation of a cyber university. The implication of the proposed framework has been discussed in the paper. Author's Abstract.
