Abstract: "Transportation plays an important role in the development and growth of any nation. It is the main element of facilitating the need for trade and commerce, conquest and social interaction. The primary need for transportation has been economic that involves search for work, food, commodities and travels for personal wants, explorations and adventures. The study revolves around the Road Network Development Plan for Metro Bacolod and its implementation and the role that the Bacolod Traffic Authority Office plays. A survey questionnaire tested using a reliability test yielding a cronbach alpha of 0.71 and was distributed to 100 people who are consisted of drivers, passengers and public personnel living in Bacolod City. The study's respondents are locals of Bacolod. They have experience as a driver and passengers of a public or private vehicle that traverses the main thoroughfare of Metro Bacolod. The majority of the respondents were found to be not in favor of the Bacolod on the existing traffic management schemes of Bacolod City. This may not be surprising because only 48% of the respondents are aware of the Bacolod Road Network Development Plan and 52% had no idea about it. Information dissemination on the part of the traffic management team should be improved to educate the people regarding local government projects. This may be attributed to the lack of the Education Organizational Framework of the Bacolod Traffic Authority Office and the ineffectiveness of the information campaign on implementing the Road Network Development Plan for Metro Bacolod. Awareness for of the stakeholders in any plan is necessary, the presence of the Manpower Management in the Improvements on the traffic Management Plan for Metro Bacolod, specifically the presence of the Education and Information Director who is responsible for the creation of a core group of education and information responsible for the department's service delivery. There will also be Plans for cooperation with the various Media outlets and Communication Service Providers proper dissemination of traffic updates in Bacolod. This would contribute to the level of awareness of the Bacolenos to the Bacolod Road Network Development Plan and other important notices from of the department. The inclusion of the Vehicle Movement Planning, Road Maintenance Planning, Manpower Management, and Implementation of City Ordinances in the Improvements on the traffic Management Plan for Metro Bacolod is very vital. Focusing on other areas other than traffic such as Manpower Management, and Implementation of City Ordinances can help if not to eliminate but to alleviate traffic congestion in Bacolod City.-Author's Abstract."
