This research aimed to develop a web-based application that ensures effective
processing of purchase requests for the Procurement Office of the Technological
University of the Philippines (TUP). The current manual process has been ineffective,
expensive, and time-consuming, resulting in delays and errors in procurement transactions.
Due to these reasons, the new system was created to automate procedures so the process
would be faster and more accurate. Using the Agile-Scrum methodology, development was
geared toward continuous feedback and iterative enhancement so that the system could
satisfy the user’s needs. The key features involved are creating, submitting, and editing
PPMP and PR, PPMP integrating into APP, real-time notification, data analysis, history
log, and reporting generation. To gauge its performance, the system was tried by 30
respondents using ISO/IEC 25010 standards with a combined score of 3.51—assessed as
Highly Acceptable. The findings testify that the system increases working efficiency,
lowers expenditure, and maximizes procurement processes at TUP.
