Cerebrovascular diseases and transport-related accidents are among the leading causes of mortality and morbidity in Ilocos Region specifically in Pangasinan, which ranked the second in the highest number of cases among all the provinces in the Philippines. This highlights the importance of providing advanced specialized health services for neurology and orthopedics to mitigate the number of deaths related to these causes and improving the quality of life of Filipinos particularly in the Ilocos Region. In accordance with the Philippine Health Facility and Development Plan (PHFDP 2020-2040) and the Republic Act No. 11959 or the Regional Specialty Centers Act which mandates and supports the establishment of DOH specialty centers based on the topmost cause of mortality and morbidity across all regions, the study aims to develop a comprehensive healthcare facility which specializes in neurology, orthopedics and rehabilitation medicine. To assess the feasibility of the study, the researchers looked for previously published studies and literature – existing structures locally and internationally to serve as a reference for the development of the project proposal. The researchers then utilized the descriptive-quantitative research methodology which included conducting site visit/s in Ilocos Region to gather crucial data on the current situation of their healthcare system through official documents, interviews and surveys of local residents, patients, and medical practitioners. Overall, there are total of 150 respondents (71 patients, 71 local residents and 8 medical practitioners) which participated in this assessment. Upon thorough investigation of the three sites provided by the Assessor’s Office in Lingayen, Pangasinan, the researchers have selected the 6-hectare lot in Brgy. Baay as it possesses the most favorable conditions in terms of accessibility and potential for expansion which is an essential design consideration in establishing a healthcare facility.
