Writing is defined as any conventional system of marks or signs that represent utterances of a language. It is one of the effective ways to communicate with individual beings. The main objective of the "ExpressWrite: Development Handwriting Recognition and Translation System using Cloud Vision API" is to dev a progressive web-based application, designed with modules for people who are hav hard time understanding illegible or sloppy handwriting. Through the web application target audience can have a better comprehension and understand illegible handwritter for better communication. The web application consists of Upload, Extract, Recog Translate, Resize, Download, and Text-to-Speech (TTS) modules. It was developed t Python programming language, Flask framework, Visual Studio Code, Html, JavaS Google Cloud Vision API, and MySQL for its database. The application was evali according to ISO 25010 qualities by a total of 30 respondents. Based on the result an output of the conducted evaluation, the developed web application named "Express obtained an overall weighted mean of 4.23 with an adjectival rating of "Excellent".--Author's Abstract.
