"The Philippines is an archipelago, or string of over 7,640 islands, in southeastern Asia. With the community's active support, the Philippine National Police (PNP) is entrusted with upholding the law, preventing and controlling crimes, maintaining peace and order, and ensuring public safety and internal security. There are currently 1,766 police stations across the country. With the geographical challenges, criminal identification procedures take time to complete. All fingerprints gathered and recovered from police stations, and crime sites must be sent to the national headquarters for analysis and resolution. The outcome is then returned to the requesting agency. This research seeks to design and build a Mobile Automated Fingerprint Identification System (MAFIS) - An Android-based Criminal Tracking System using a minutiae structure. An android mobile app, a web-based app, and a desktop app extension were developed as part of the prototype.
In this study, a methodical and descriptive approach was used to investigate, design, and implement the MAFIS. The Input-Process-Output with Feedback research paradigm was explored in building the system. At the same time, the V-Model Software Development Life Cycle (SDLC) was employed for the system design because of its verification and validation features. Different phases of the SDLC were carefully observed and were meticulously monitored throughout the entire system's concept, design, and schedule. A set of speed and performance tests were conducted using industry-standard methods to confirm the consistency of the established framework. Based on the results of the tests, the system received an average of 92/100 from the tools analyzed. Loading performance averages 2.1s, interactivity averages 132.5ms, and visual stability averages As for the cloud server, the Transport Layer Security (TLS) and Secure Socket Layer (SSL) were graded as B. The cryptographic security level and best practices compliance on web apps were carefully assessed. MAFIS had a total grade of 81/100 or an A+. The system is also HIPAA-compliant in terms of web security and mobile application security, and it passed the dark web exposure test. Having an overall mean of 1.47, MAFIS has adequately captured users' perceived satisfaction, which corresponds to highly acceptable. The ISO/IEC 9126 software quality assessments yielded an overall mean of 4.81 (very satisfactory), indicating that the system adequately recorded respondent satisfaction.
The feasibility study conducted in this research shows that MAFIS has a high opportunity to be a sustainable means of fingerprint identification for law-enforcement agencies. Current resources, counting hardware and software and the required technology, were analyzed and assessed, proving that the developed system is technically achievable. The study ponders how well the project fits in the existing business processes considering the current practices and showed that the developed system could improve fingerprint identification turnaround time, making MAFIS operationally reasonable. The economic feasibility of the study was evaluated, leading to positive results on the return of investment (ROI) with 43.1% after five years, internal rate of return (IRR) of 22.2%, and payback of 5 years shows that the system is economically viable.
In general, MAFIS was successfully implemented using the developed system. Interestingly, all the functional requirements were met. Moreover, the system passed all the tests with flying colors. It was also clearly established that the system is technically, operationally, and economically feasible.-Author' abstract."
