This study sought to develop and evaluate a Web-Based Interactive E-Learning System named D.I.C.E System, a web application, which is a tool to enhance students’ knowledge and competence in Java Programming. Three groups of respondents tested the performance of the tool and evaluated the acceptability of the Digitized Interactive Content Enhancement (D.I.C.E) System in terms of the following feature: user-friendliness, functionality, reliability, portability, and usability quality. Fifty participants contributed to this study- five IT experts, five computer programming teachers, and forty students. A questionnaire with a 5-point Likert scale was administered to the respondents to measure their thoughts regarding the program. The study made use of descriptive statistics to gather data on the acceptability of the program. Results indicated that the feature with the highest over-all mean rating is Usability (Mean = 4.81; SD = 0.321), followed by Reliability (Mean = 4.78; SD = 0.359), and last on the list are both User-Friendly (Mean = 4.73; SD = 0.416) and Functionality (Mean = 4.73; SD = 0.384). On the other hand, the feature with the lowest mean was Portability with an over-all mean of 4.72 and a standard deviation of 0.398. As for the result of the questionnaire, it yielded positive responses from the participants. It can be concluded that the web-based application D.I.C.E System was helpful in the enhancement of Java programming skills of the participants. Also, the evaluation of the participants was advantageous in identifying the strengths and limitations of the program. Lastly, the developed web-based application was extremely beneficial in conducting synchronous & asynchronous class.
