This project study developed an automated strategic performance management system (ASPMS) which attempted to address the concerns regarding the manual SPMS. The system is a web-based application that is accessible through a web browser. It was created using the PHP programming language, MySQL as a database, and Apache software that will operate as a web server. It contains five modules, namely: plans/commitment module, accomplishments, and rating module, archived retrieval module, audit trail module, and reports module. To guarantee the performance and the accuracy of the system, it was tested in terms of portability, system integration, and functionality. Portability testing assesses if the software’s transfer from one platform to another will be successful; system integration checks if the modules link and work correctly; and functionality testing assesses the features of the system as well as the flows of the modules. The system includes the following characteristics and features: it is customizable according to an organization’s composition; systematic and efficient records management; easy retrieval of archived records; audit trail; and fast generation of reports. Test results revealed that the system passed the three criteria. Twenty respondents were selected using the purposive sampling technique and evaluated the system using the revised ISO-IEC 25010 instrument. Results showed that in the seven characteristics of the system, it obtained a grand weighted mean of 4.68 with the descriptive interpretation of EXCELLENT, with the security criteria obtaining the highest mean rating (x̄ = 4.80). This establishes the acceptability of the system.
