Mussel Shell as a mineral filler is a substitute for mineral filler in cold mix asphalt. Due to that, the formulation of cold mix asphalt which is a different mixing procedure out of mussel shell as mineral filler was the focus of this study. Various testing methods were carried out to determine the effect of pulverized mussel shell as mineral filler in Cold Mix Asphalt such as Bulk Specific Gravity (Gmb), Marshall Stability and Flow, Maximum Theoretical Specific Gravity Incompact Mixture (Gmm), and Percent Air Voids. Emulsified Asphalt (CSS1) used as a binder in this study where the primary purpose is for tack coat in traffic roads. It has strong binding capacity mostly used as tack coat for road construction. The findings revealed that the pulverized mussel shell increases the strength of asphalt mix but decreases its flexibility referring to its flow value. But based on the result taken, the amount of stability (N) of asphalt mixture with pulverized mussel shell gives strength to asphalt mixture. Hence, this can use as mineral filler in developing the asphalt mixture.
