This study explores the state of the provincial healthcare system in Rizal, focusing on identifying the existing gaps. The researchers aim to evaluate the practicality of establishing a level 3 hospital in Rizal by analyzing these gaps and supporting these with the findings and legal bases. As assessed by the researchers, Rizal is currently the only province in Region 4-A without a level 3 hospital. This presents a continuing challenge for Rizaleños, whose access to quality and wide-range healthcare remains limited. Despite the province’s large and rapidly growing population, its healthcare system has not evolved to adequately meet the increasing demand. Consequently, many Rizaleños are forced to leave the province to seek higher medical services, often traveling to Metro Manila which is inconvenient and distant. This study utilizes a descriptive research method, utilizing case studies, interviews, and surveys. A total of 171 respondents, residents and healthcare workers from Rizal participated in the survey. The results reveal strong public anticipation for the proposal, with respondents emphasizing the need for improved healthcare services and a more organized healthcare system. The study also evaluates the prime location for the proposal. The 1.44 hectares (14,484 square meters) selected site is located in Barangay San Juan, Morong, Rizal. Situated at the center of the province, this location was deemed suitable based on the site selection. In developing the proposal, the researchers considered the site’s historical context to ensure a more comprehensive analysis, with the ultimate goal of enhancing the province’s healthcare system.
