Learning programming provides countless benefits especially in a growing digital society where technology is deeply ingrained in people's daily lives. However, programming has been perceived as being difficult and learning the basic skills to do a program through text-based programming language has been proven to be arduous. Hence, this research focused on creating a programming language that utilizes the ease of block-based programming and teaching the basic concepts of programming through flowcharts that Ist year information technology students learn in their introduction to programming language. The researchers focused on enabling the system to create, run and simulate differently from all the existing flowcharts creating system on the internet. The project was developed through the utilization of combined scrum and agile methodology and a series of functionality testing, reliability testing and compatibility testing were made to check the system's performance. Test results revealed that the system passed the test cases executed in two cycles. Through an evaluation based on ISO 25010 of the students and professors of the Technological University of the Philippines, Manila together with some IT experts, the system passed the various tests conducted and obtained a mean rating of 4.66 described as Excellent from the evaluation showing that this project obtained its objective in creating a functional web IDE to be of help to the students and professors in the university. --Author's Abstract.
