The obiective of the "CommuniCare: Development of A Speech-to-Text Assistive Technology Web Application for Hard of Hearing Using Combined Convolutional and Recurrent Neural Network" is to develop a web-based application, designed with modules for Hard of Hearing and the people surrounding them. Through the application, the target audience can communicate in a new method other than their conventional way of communicating, and it may serve the purpose of guiding them in their daily lives whether as a student, employee, or civilian. The web application consists of a Call, Transcribe, Contacts, and Recents module. It was developed using Material-UI, React.js, Redux, Socket.IO, WebRTC, and JavaScript programming language. The application was evaluated according to ISO 25010 qualities by a total of 20 respondents. Based on the results of the conducted evaluation, the developed web application named "CommuniCare" gained an overall mean of 3.73 with an adjectival rating of "Highly Acceptable."--Author's Abstract
