This paper discusses the development of a web-based and android application of incident and emergency response systems in Barangay Bayanan. The general objective of the study is to assist in ending the manual procedure of reporting and supervising events and emergencies using paper and pen. In addition, the project will also help the users to digitally arrange and monitor each incident and emergency occurring in the barrio. Using the android application, barangay residents may take pictures of events that happen in their community and promptly report them to the concerned department. Alarmed responders, on the other hand, will be informed of the incidents and answer the call for assistance. With the use of data analytics, the administrator is able to maintain a well-organized database of reported incidents and emergencies. The output of this project was examined in terms of its functional suitability, performance efficiency, usability, reliability, portability, maintainability, compatibility, and security. The designed system received an overall score of "3.70" with a descriptive grade of "Highly Acceptable" based on the evaluation findings. --Author's Abstract
