520 3 _aThis study focused on the development of PITO: A Web and Mobile App for Memorandum and Public Information Dissemination System for the Technological University of the Philippines-Manila. The objective of the study is to develop a website and a mobile application that has the following features: (a) Text editor for composing memorandums and communication letters. (b) Built-in Memorandum Templates. (c) Send a Notification to remind recipients. (e) E-signature and pin-code for signature security. (f) QR Codes are attached to the documents with a number sequence. The system is developed using the development tools such as Javascript and Angular for the Programming language, ASP.Net, MySql for the Backend, Visual Studio Code, Visual Studio Solution, and Android Studio for the development environment. Furthermore, there were 30 respondents from the Technological University of the Philippines-Manila, comprised of 25 employees from various departments, 2 IT practitioners, and 3 university officials from TUP-Manila that evaluated the system using ISO 25010 for system and software quality evaluation. The result showed that the system got overall mean of 3.53 rating which is "Highly Acceptable" in a descriptive term from the thirty (30) respondents for its quality software characteristics. The developed system is meant to provide an automated dissemination of information within the organization. --Author's Abstract.
