| 520 | 3 | _aThere are development programs, seminars and workshops conducted by the Department of Education but still, school heads are encountering issues, concerns and challenges in managing their respective schools. The tremendous changes in scope, variety of competencies, and necessary skills of managing the school make their functions more complex, diverse, and challenging. This study used the sequential explanatory design, the quantitative phase used modified survey questionnaire to measure the extent of the implementation of professional training and development based on NCBS-SH development program for school heads, likewise the measurement of their performance using the actual data on their Office Performance Commitment Review Form (OPCRF). Stepwise regression analysis further revealed that the school management and operation has significant effect on the result-based performance rating of the school heads. On the qualitative phase, open-ended questions were used to solicit opinions from fifteen (15) key informants or experts regarding issues, concerns and challenges encountered in school management. Through Delphi technique, the consensus among experts proved that there are issues, concerns and challenges which need to be addressed by the DepEd administrators. The study further revealed that there are also perceived effects on the extent of the implementation of NCBSSH development program that help them fulfil their duties and responsibilities as school head in managing their respective schools. Top issues identified are as follows: financial management of MOOE, Inadequate classrooms and laboratories, community linkages and stakeholders participation, accomplishing projects SIP / AIP, Inadequate tools and equipment. For the enhancement of the school heads capabilities and competencies for a more effective school management, the developed model of the study be utilized in organizing and crafting future seminars and professional training programs by the educational institutions. The components on the model will help strengthen the capability and competencies of the school heads to become fully functional to bridge the gap revealed in the study. Hence, the quality of leadership makes a significant difference to the school and student outcomes as a whole. Managing schools require effective and efficient leaders if they are to provide the best possible education for their students and learners. Leadership contributes to school improvement, specifically to learning. The hypothesis stating that the profile variable and the extent of implementation of school heads professional training and development program predict the performance of school heads in selected clusters in the division of Pampanga is partially sustained since not all the variables manifested significance- Author's Abstract. | |
