520 3 _aThe research study looks at the different elements necessary in the establishment of science, technology and innovation parks in the Philippines. Specifically, the study describes the policies that provides the directions for the establishment of science, technology and innovation parks in the country; the current initiatives related thereto; the best practices adopted in successful science and technology parks in different parts of the world; and, the insights of the decision makers for the actual establishment of the science, technology and innovation parks in the country, as well as those involved in the operations and management of technology business incubators. It used Key Informant Interviews and Document Reviews as methods of gathering primary and secondary data. The study found the necessary preconditions for the establishment of science, technology and innovation parks in the country which include (1) the government commitment to establish the parks; (2) the need for a Science and Technology Champion that will advocate for the establishment of the park; (3) the identification of an appropriate location with sufficient land area in an industrial location; (4) a mature local science, technology and innovation ecosystem; (5) the presence of local entrepreneurs and enterprises that could contribute to the production value chain: and, (6) the identification of regulatory and oversight bodies. The study further identified the adaptation of the different elements in the establishment of science, technology and innovation parks based on available literature. Given the above, the study came up with a checklist of the necessary elements towards the successful establishment and operations of science and technology parks in the Philippines. It recommends the adoption of the checklist as a tool in the evaluation of proposals for the establishment of science, technology and innovation (STI) parks. It also recommends the continued advocacy for STI Parks given the change in the administration, alongside efforts for socio-cultural transformation towards appreciation of locally-developed products and services. The further suggests for the conduct of a deeper study on the incentives offered to attract foreign direct investments in the country. Moreover, the study calls for the formulation of regulatory guidelines to serve as basis in evaluating possible offers from private sector and foreign investors to go into the establishment and operation of STI parks. Lastly, the study presents the strong points towards the establishment of the Subic-Clark Defense Industrial Cluster in Central Luzon and the AGILA Science and Technology Parks in Northern Mindanao as possible instances of true STI Parks in the country-Author's abstract.
