520 _aThe main concern as a constraint in the Philippines is food security as a result of such challenges as climate change, supply chain disparities, reduced land for food production, and weak postharvest handling. Prices are rising. To deal with this, the government has given importance to agricultural modernization through fund allocation through its strategic plan like the Philippine Development Plan (PDP, 2023 for instance, legal supports like the Agriculture and Fishery Modernization Act and High Value Crops Development Act. Camote or sweetpotato is one of the most important food crops worldwide that provide a change from rice, particularly as prices soared and supplies limited have been noted. In addition, it has the possibility of raising the value added of products that are commonly employed in food and industry. This study seeks to respond to the above gaps and lack of an appropriate sustainable food to help overcome rice food scarcity. The researchers therefore identify a crop that is cheap to source and is easily replenished in the market. This paper, one of the most effective ways to feed the nation is by cultivating root crops for instance sweetpotato. By establishing modern sweetpotato research, post- harvest processing and value addition facilities that would lead to development of appropriate technologies and systems. It will further boost economy for its end users like farmers, processors, investors and traders in the society. To achieve its objectives, the center builds links between research and business, aiming at enhancing farmer productivity, encouraging sweetpotato sector technology development, as well as promoting sweetpotato’s role in the food security and economic development agenda. As for this architectural proposal titled “A Proposed Provincial Sweetpotato Research and Development Complex in Albay, Bicol”, it reflects the significance of the design element in creating functional and appropriate environment to facilitate R & D that will: promote sustainable agriculture; increase sweetpotato production; and support technological development of post-harvesting and by-products for food security and economic improvement in Bicol region.
