520 _aThis study, titled "QC Kabahagi Center for Children with Disabilities: A Proposed ILRC Specializing in Learning and Intellectual Disabilities for Children with Special Needs in Quezon City," aims to investigate the educational circumstances and developmental tools' availability for children with special needs (CSNs) and their families in Quezon City. Despite studies showing substantial CSN enrollment in mainstream schools, there's inadequate preparedness for their integration. Quezon City, the most populous in the National Capital Region (NCR), has only one government-owned special needs center, the Inclusive Learning and Resource Center (ILRC). The proposed ILRC is intended for District IV in Quezon City, specifically along Quezon Avenue in the CBD. After thorough site selection, analysis, and legal considerations, this research justifies the proposal for a government-owned ILRC in the chosen location over others. Employing a mixed-method approach—quantitative, qualitative, and descriptive—the study gathered and analyzed data. Surveys and interviews involved 191 respondents (71 caregivers of children with IDs and 120 for LDs), with interviews using Purposive Sampling and surveys with QC Kabahagi Center specialists using Criterion Sampling. The collected data was tabulated, analyzed, and interpreted. The study's results support the establishment of an ILRC specializing in IDs and LDs in Quezon City.
