Dissertation note: College of Industrial Education Doctor of Education in Industrial Education Management Technological University of the Philippines 2019 Abstract: "The descriptive research is specifically to identify the problems, issues, and challenges, relevant experiences, best practices, encountered by the expert focal persons in the implementation of senior high school program in the State Universities and Colleges (SUC's) in the National Capital Region (NCR). Specifically, the identified specific relevant experiences, possible best practices, problems, issues, and challenges were based on the expert opinions of the focal persons in the respective SUC's. Opinions are those issues and concerns experienced by the experts aired to their respective university upon implementation of the program.Expert Focal Persons were the participants of the study. The participants were chosen based on their experience in the implementation of SHS program in the respective SUC's who served as administrators in the respective universities in the National Capital Region.The study utilized the qualitative-exploratory designwith a semi-structured open-ended questionnaire validated by six (6) senior researchers in the university. Delphi Model Consensus of methodology was utilized inthe data collection which involved three rounds of surveying technique to the same group of participants.Each semi­ structured questionnaires passed through validation by the senior researchers. The Delphi Round 1 resulted to a total of 153 responses. Initial consolidation through disassembling analysis by grouping of statements into the 3preconceived thematic categories which resultedinto 109 responses.The DelphiRound 2 which pertains to the first coding through filtering, combining statements of the same meaning, reverting the statements, and reassembling of statements suggestedthe emergence of add1t1onal 6 thematic clusters which were subjected to the Final Delphi Round. Dunng the final Delphi Round a total of 6 categorized into themes such as: 1.) Curriculum, 2.), Facilities 3.) Linkages, 4.) Resources Management 5.) Relevant Experiences and 6.) Best Practices. Said themes will be proposed to the State Colleges and Universities (SUC's) for consideration to the Implementation of the SHS program among SUC's not only in the NCR but also for benchmark to all the SUCs and HEl's offering SHS program in the Philippines.
